FAS Proposes to Index Tariffs in Krasnodar Airport and Five Others

Russia Hikes Airport Fees in Krasnodar Krai by Up to 46%

Russia has updated its territorial planning for Krasnodar Krai, including plans to expand and reconstruct several airport complexes by 2036. The Federal Antimonopoly Service (FAS) has now drafted orders to revise tariffs for airports in the region, including Pashkovsky Airport in Krasnodar. The FAS has proposed a one-time tariff adjustment for six airports, with Krasnodar among them. Average takeoff and landing fees at these airports will rise by around 34%. Passenger service fees on domestic routes will increase by 46%, while transport security charges will go up by 37%.

For airports with new terminals, the FAS suggests setting long-term tariffs through 2029–2030. The new rates were calculated using the economically justified cost method, ensuring operators can cover expenses based on service volumes. These adjustments aim to support infrastructure maintenance and secure the profitability of investment projects. Higher service fees may impact ticket prices and passenger demand. The changes are part of broader efforts to modernise airport infrastructure in Krasnodar Krai. Operators will now have a clearer financial framework for upcoming expansions and reconstructions.
