Sakhalin Plans New Oil Refinery to Boost Energy Independence by 2030s

Sakhalin Oblast Governor Valery Limarenko has revealed plans to build a new oil refinery on the island. The facility will produce diesel, kerosene, and bunker fuel to meet local demand. The project is expected to strengthen the region’s energy independence and economic growth. The announcement follows the completion of economic feasibility studies for the refinery. Design work is set to start by the end of the 2020s, with construction planned for the 2030s. Final engineering decisions will come after production begins at the Yuzhno-Kirinskoye field between 2028 and 2029.

The Sakhalin-3 project will supply the raw materials for the new refinery. Its primary purpose is to cover the region’s domestic fuel needs. The initiative also aims to boost Sakhalin’s overall economic development. The refinery will produce essential fuels and reduce reliance on external supplies. Its completion will mark a significant step in Sakhalin’s industrial expansion. The project aligns with broader goals for regional self-sufficiency and growth.
