Cebu launches 'Tabang Pangbyahe' to revolutionize public transport

The Cebu Provincial Government, the Department of Transportation (DOTr), and the Land Transportation Franchising and Regulatory Board (LTFRB) have signed an agreement to launch 'Tabang Pangbyahe'. This is the Philippines’ first local government-led bus subsidy programme. It aims to improve public transport in Metro Cebu by addressing long-standing commuter issues. The agreement was signed on 17 June 2026. The DOTr allocated ₱20 million for the initiative, with implementation set for late June or early July 2026. The programme was developed after consultations with national agencies and transport stakeholders.

'Tabang Pangbyahe' focuses on three key goals: availability, accessibility, and reliability. It aims to cut bus wait times from up to one hour during peak periods to just 15–20 minutes. The pilot routes will cover the northern corridor from Cebu IT Park to Danao City and the southern corridor from Cebu South Bus Terminal to Simala in Sibonga.

Participating buses must meet strict service standards. These include GPS monitoring linked to a command centre, CCTV cameras, sanitation requirements, and accessible features. Buses must also have working air-conditioning and follow a no-standing-passenger policy to ensure comfort and safety. The programme will enforce predictable and reliable bus schedules. Commuters will know when buses arrive and depart. Operators must comply with all standards to take part in the scheme.
