AquaParadise's $200M water park project grinds to a halt amid legal feud
The AquaParadise project on Russky Island’s Saperny Peninsula is now at the centre of a legal battle. Construction of the water park, hotel, and entertainment complex has stalled after the general contractor pulled out in 2026. Governor Oleg Kozhemyako had personally overseen the project since early 2025. Plans for AquaParadise were ambitious from the start. The complex was set to feature a water park, a shopping and entertainment centre, a hotel with over 100 rooms, and a sports and wellness facility. The general contract for its construction was signed in 2024.
By 2025, the project was under the direct supervision of Primorsky Territory Governor Oleg Kozhemyako. However, the general contractor, StroyMontazhnoe Upravlenie 882 LLC, sent written notices in 2025 before unilaterally terminating the agreement in 2026. This halted all work on the site.
The contractor has since filed a lawsuit against Eastern Aqua Paradise LLC, demanding 170.7 million rubles. The claim covers principal debt, penalties, interest, security costs, and electricity expenses incurred during the downtime. A substantive hearing is scheduled to begin on August 25, 2026.
This is not the first major project on Russky Island to encounter financial difficulties. Similar issues have affected other large-scale developments, such as the Win Hotel and Golf Club complex in Artyom, which faced disputes and eventual cancellation. The legal dispute has brought construction to a standstill. The upcoming court hearing will determine the financial obligations between the parties. The outcome could impact the future of AquaParadise and other large projects in the region.
