Competitors for private companies: municipal 'managers' are launched in Primorye, but there's a catch

Primorsky Krai launches municipal firms to transform housing management by 2026

Authorities in Primorsky Krai are creating a network of municipal management companies to boost competition and enhance service quality. Vera Shcherbina, First Deputy Governor and Chair of the regional government, has announced the rollout in 11 municipalities. Six of these have already received their operating licences. The new municipal firms will oversee emergency housing funds. Property owners will have the choice between commercial or municipal management for their buildings.

The expansion follows years of experience with Tsentralny, a municipal unitary enterprise in Vladivostok. This company went through bankruptcy in 2024 and later received financial support in 2025. Officials confirm that private management firms will not face unfair administrative pressure. Municipal companies will compete on equal terms.

New personnel and technical standards for all management companies will come into force on 1 September 2026. The initiative aims to create a more competitive environment for housing management. Eleven municipalities now have these companies, with six already licensed. The changes will apply region-wide from 2026.
