DOLE finds Ateneo coach Tab Baldwin lacks required work permit

A Department of Labor and Employment (DOLE) inquiry has revealed that Tab Baldwin, head coach of Ateneo de Manila University (ADMU) since 2016, does not hold an Alien Employment Permit (AEP). The investigation centred on his work status and legal authority to coach in the Philippines. The DOLE probe began after the deaths of Ateneo student-athletes Rene Baterbonia and Divine Adili during a team-building activity in Dipaculao, Aurora. Baldwin attended the hearing in person and confirmed he has never possessed an AEP card. DOLE records further show he has neither applied for one nor sought an exemption.

Labor Secretary Francis Tolentino stated that Baldwin’s name does not appear on the list of foreign nationals granted an AEP. Baldwin’s legal team argued that his permanent resident visa and Alien Certificate of Registration (ACR) exempt him from the requirement. They claimed the AEP rule does not strictly apply to his situation.

An AEP is typically required for foreign nationals in gainful employment in the Philippines when no qualified Filipino is available for the role. The inquiry has confirmed Baldwin lacks the permit usually needed for foreign workers. His lawyers maintain that his residency status removes the obligation. The case remains under review by DOLE.
