Specialised Vehicle Transforms Life for Man with Severe Cerebral Palsy in Khabarovsk
Vadim Kulakov, a Khabarovsk resident with severe cerebral palsy, has received a specialised vehicle to improve his mobility. The handover took place at the Khabarovsk Children’s Psychoneurological Boarding School. The vehicle was delivered after a long journey as part of the Expedition of Kindness campaign. Vadim Kulakov lives with severe cerebral palsy but retains full mental capacity. He uses the big toe of his right foot to type, manage social media, and communicate. Currently, he works as an SMM specialist at the regional branch of the All-Russian Society for People with Disabilities (VORDI), supporting his family.
Maxim Ivanov, a State Duma deputy from Khabarovsk Krai, highlighted Vadim’s story. Ivanov has known him for nearly three years and helped bring attention to his needs. The deputy noted that the new vehicle gives Vadim greater freedom to leave home, meet friends, and work more easily.
The vehicle arrived after a 9,000-kilometre journey from St. Petersburg, delivered by participants in the Expedition of Kindness campaign. This initiative is part of broader efforts, including the Accessible Employment program supported by Ivanov. The program has helped over 140 people with disabilities find jobs, including veterans of the special military operation. The vehicle will allow Vadim to travel independently and engage more fully in daily life. Over 140 others have also gained employment through related programs, helping them earn wages and integrate into society. The initiative continues to expand its reach across the region.
