Primorsky Krai cracks down on fuel hoarding with strict new limits

Primorsky Krai has introduced new restrictions on fuel sales for freight transport to tackle speculation and artificial shortages. The measures come after reports of dishonest consumers siphoning off large quantities of fuel. Officials confirm the region remains fully stocked for the summer season. Vladimir Malyushitsky, Deputy Chairman of the Primorsky Krai government, announced the temporary rules. Trucks can now refuel with no more than 100 litres within city limits. On highways, the limit is set at 200 litres.

The restrictions follow incidents where tanker trucks were filled with up to a thousand litres, only for the fuel to be resold. Similar issues had already prompted a ban on gasoline sales in jerry cans the previous week. Fuel shortages are not new to the region, with a gasoline deficit recorded in August 2025.

In response to wider concerns, the Energy Ministry deployed 64 fuel tankers in 2025. The Federal Antimonopoly Service also began investigations into unjustified price increases. The new rules aim to prevent hoarding and ensure fair distribution of fuel. Authorities state the region has all necessary reserves for the summer. The restrictions will remain in place until the situation stabilises.
