New contractor selected to complete Vladivostok's disputed Veterans War Hospital annex

A contractor has been chosen to finish building an annex to the Veterans War Hospital in Vladivostok. The project follows a disputed contract with Mir Ventilyatsii LLC, which prosecutors allege was forged. The electronic auction for the new contract closed successfully on 19 June with a starting price of 1.644 billion rubles. The Primorsky Territory Ministry for Contract System Regulation ran the tender. The state customer is the Primorsky Territory State Budgetary Institution 'Capital Construction Directorate of Primorsky Territory'. The facility itself falls under the jurisdiction of the Primorsky Territory State Healthcare Institution 'Veterans War Hospital'.

The annex is currently 61% complete and will cover 590 square metres. Of the total budget, 8.78 million rubles are set aside for survey and design work. The remaining 155.6 million rubles will fund the construction itself.

The winning contractor must update engineering surveys, revise design documents, and complete the build. Prosecutors are also reviewing other contracts linked to Mir Ventilyatsii LLC, including a 739 million ruble polyclinic in Vladivostok and a 1.1 billion ruble polyclinic in Mikhailovka. They previously sought to invalidate an earlier agreement with the company and recover nearly 1 billion rubles. The new contractor will now take over the project under the agreed terms. All contracts with Mir Ventilyatsii LLC remain void pending further legal action. The annex construction is expected to proceed under the revised arrangements.
