Vladivostok land fraud trial collapses as court rejects flawed indictment

A major land fraud case in Vladivostok has been sent back to prosecutors after a court ruled the indictment flawed. The Leninsky District Court identified procedural violations in the high-profile trial involving 12 defendants. The group stands accused of seizing city land and laundering millions over two decades.

The case centres on allegations that the suspects illegally obtained four land plots near Sportivnaya and Fadeyeva Streets. Prosecutors claim the group, operating since June 2004, constructed shopping centres on the seized properties. This caused financial losses to Vladivostok’s city administration.

The defendants face charges of organising a criminal syndicate, large-scale fraud, money laundering, and extortion. Two individuals were specifically accused of extortion, while the entire group was linked to laundering funds on an especially large scale. The prosecution had sought 1.6 billion rubles in damages, with the court freezing assets worth 3.2 billion rubles. Submitted to the court in March 2026, the indictment was approved by Primorsky Krai Prosecutor Sergey Stolyarov. However, the Leninsky District Court found violations of Article 220 of the Criminal Procedure Code. The ruling stated that the indictment failed to meet legal standards, prompting its return to the prosecutor’s office.

The case now returns to prosecutors for corrections before any further proceedings. The court’s decision delays a verdict on the 12 defendants, who remain under investigation for serious financial crimes. The frozen assets and civil claim remain in place pending the revised indictment.
