Vladivostok fines transport firms 216,000 rubles for transit delays

Vladivostok’s transport companies have faced fines totalling 216,000 rubles for failing to follow public transit schedules in early May. The city’s Transport Department confirmed the violations after inspections, with multiple drivers and routes affected by delays and irregular services. The issues began earlier this year when Vladivostok abandoned its three-year contracts with transport operators. Officials cited a shortage of drivers and limited budget funding as key challenges. By March 2026, the city administration reviewed an electronic tender for new transport services but did not secure contractors for all routes immediately.

Routes previously run by Kastar and VladAvto were left without permanent operators in the first round. These lines continued under temporary contracts, while older vehicles—those over 10 years in service—were decommissioned. Many companies had also finished leasing agreements for newer buses, adding to the disruptions. Residents reported problems on multiple routes, including No. 4, 7, 13, 28, 31, 42, 45, 59, 60, 64, 74, 82, and 95. Over ten bus drivers were found to have ignored their scheduled timetables. The Transport Department has urged passengers to report further incidents to +7 (423) 261-43-34.

The fines come as Vladivostok works to stabilise its public transport network. With decommissioned vehicles and expired leases, the city faces ongoing adjustments to maintain reliable services. Authorities continue to monitor compliance while seeking long-term solutions for the affected routes.
