Tallinn has announced the third phase of bus network changes, focusing on route adjustments rather than new lines. The updates will mainly affect services in Mustamae and Haabersti, with several mergers and reroutes planned.

Passenger numbers have already risen by 15-20% since the last round of changes in autumn 2024, according to Tallinna Linnatranspordi AS (TLT).

In Mustamae, buses 23 and 24 will see minor tweaks, with the number 24 introducing articulated buses. The number 20 will no longer travel along Kadaka puiestee but will instead follow Rehe tee. Its route will also extend beyond the D-terminal to Viru keskus.

Haabersti will see the merging of routes 21 and 21B into a single number 21, running between Landi and Viru keskus. Meanwhile, the 21A will be renumbered as the 22, now connecting Väike-Õismäe and Vabaõhumuuseumi tee via Möisa tänav, northern Kakumäe, Vana-Rannamõisa tee, and Rocca Al Mare School.

Other key changes include the merger of routes 1 and 14, forming a new number 1 from Vana-Pääsküla to Viimsi, adding Risti while dropping Nurme and Raba stops. Routes 18 and 18A will combine into a single 18, running from Urda to Viru keskus.

The number 37 will link Kakumäe sadam and Mustamäe via Vana-Rannamõisa tee, Ehitajate tee, Tammsaare tee, and Sõpruse puiestee. Finally, the 20A will become the 19, operating from Laagri to D-terminal via Mäepealse tänav, Vilde tee, Tammsaare tee, Pärnu maantee, and Tondi tänav.

These adjustments follow a pattern of refining existing services to boost efficiency and connectivity. The latest changes build on previous improvements, which have already increased passenger numbers. TLT expects the updated routes to further enhance travel across the city.
