Summit Carbon Solutions abandons climate goals for fossil fuel extraction
Summit Carbon Solutions, a company once focused on cutting greenhouse gas emissions, has changed direction. The Iowa-based firm now plans to use its proposed pipeline for fossil fuel extraction instead of carbon sequestration. Critics argue the shift is purely strategic to push the long-delayed project forward. In 2021, Summit proposed a pipeline to transport liquified CO₂ from ethanol plants in Iowa to underground storage in North Dakota. The company claimed it would reduce emissions and create new markets for low-carbon ethanol. At the time, its website explicitly stated the project would not be used for enhanced oil recovery (EOR).
The plan quickly faced opposition, with legal battles over land rights stalling progress for four years. Meanwhile, the federal government offered tax incentives—up to $85 per metric ton for stored CO₂ and $65 for CO₂ used in EOR.
Now, Summit's messaging has shifted. The company now intends to use the pipeline for EOR, injecting CO₂ into oil wells to boost extraction. This aligns with policies favouring fossil fuel expansion, moving away from its original climate-focused pitch. Opponents accuse the firm of changing its stance simply to secure approval.
Summit is part of Summit Agricultural Group, an Iowa-based private equity firm founded by Bruce Rastetter. The group owns nearly 14,000 acres of farmland in the state. In 2023, Summit also announced plans for the world's largest ethanol-to-sustainable aviation fuel plant in Texas, though no updates have followed. The pipeline's future remains uncertain as legal and political disputes continue. Summit's pivot to fossil fuel extraction marks a clear departure from its initial claims about emissions reduction. The company's next steps will determine whether the project moves forward under its new direction.
