Russia tightens housing payment rules with new federal law

A new federal law in Russia has introduced stricter rules for managing apartment buildings and paying for housing services. Signed on 24 June 2025, the legislation sets uniform deadlines and expands the data that must be shared in the State Housing and Utilities Information System (GIS ZhKH). Under Federal Law No. 177-FZ, residents now have until the 15th of each month to settle bills for residential premises and utilities. This extends the previous deadline, which required payments by the 10th of the following month. The law also mandates that payment documents must be issued by the 5th of the month after the billing period.

The changes prevent management agreements from altering these deadlines or the timing of payment documents. Additionally, the list of required data in GIS ZhKH has grown. Management companies and homeowners’ associations (HOAs) must now provide details about telecommunications providers and network operators. Regional capital repair operators are also required to report how property owners fund major repairs. The law further adjusts the scope, timing, and frequency of information published in the system. Businesses managing apartment buildings must now include licensing details in their submissions.

The updated regulations aim to standardise payment processes and improve transparency in housing management. Residents will have more time to pay bills, while service providers face stricter reporting requirements. The changes apply to all management companies, HOAs, and regional operators across Russia.
