Maharashtra drafts new labour rules to boost worker welfare and safety

Maharashtra has unveiled draft labour rules designed to improve worker welfare, safety, and social security. Labour Minister Akash Fundkar announced the proposals, which aim to create a fairer and more transparent system for employees and employers alike.

The new framework covers a wide range of sectors, from industrial and construction work to unorganised labour. It also addresses the needs of gig workers, a growing segment of the workforce operating on digital platforms. The draft rules were prepared by the Labour Department with technical assistance from the Law and Judiciary Department. They align with the four labour codes introduced by the Central Government on November 1, 2025. The state government made the proposals public through a notification issued between April 28 and May 5, 2026.

The regulations focus on key areas such as employer-employee relations, wage transparency, and better coordination between stakeholders. To refine the framework, the government has invited feedback from the public. Stakeholders now have 45 days to submit objections or suggestions.

Minister Fundkar expressed confidence that the collective input would help shape a balanced and inclusive labour policy. He added that the finalised rules would support Maharashtra’s industrial growth while ensuring fair treatment for workers across all sectors. The proposed labour rules mark a step toward stronger worker protections and clearer employer obligations. Once finalised, they will apply to industries, construction, unorganised labour, and gig economy workers. The government’s push for stakeholder input suggests a commitment to fairness and practical implementation.
