Khabarovsk Krai overhauls local governance with new municipal okrugs

The Khabarovsk Krai Legislative Duma has approved the conversion of Ayano-Maysky and Nikolayevsky districts into municipal okrugs. The decision aims to improve local governance and efficiency in both areas. Public hearings in the districts showed strong support for the changes. In Ayano-Maysky, the reform seeks to cut the time and resources spent on electing deputies and appointing heads for rural settlements. Sergei Alberтовsky, the district’s head, pointed to a severe staffing shortage as the main reason for the shift. Despite the restructuring, all current jobs will remain, and existing benefits for residents will stay unchanged.

Nikolayevsky district has operated under a unified administration since 2018. This system improved efficiency and introduced a 'one-stop shop' approach for residents. Converting it into an okrug is expected to further streamline governance and boost local self-government. The new laws also set out boundaries, included settlements, and procedures for forming local bodies in both okrugs. The reforms will preserve all existing social support measures and jobs in Ayano-Maysky. Nikolayevsky’s transition to an okrug is set to enhance administrative efficiency. The changes reflect broad public and municipal backing for improved local governance.
