Fragmented Data Around Beneficial Ownership Hindering Fight Against Financial Crime

Global Push to Unify Ownership Data and Fight Financial Crime

Efforts to combat cross-border financial crime are being undermined by fragmented data systems. Ownership information often exists in isolation, making it difficult to track illicit financial flows across jurisdictions. A new roadmap aims to address these gaps by improving access and standardisation. Over 100 jurisdictions currently maintain beneficial ownership registers. However, these systems are mostly domestic and lack connectivity, preventing effective cross-border use. Without interoperable data, stakeholders struggle to identify links between entities, trace ownership, or perform due diligence.

A roadmap has now been proposed to enable the cross-border use of ownership data. It includes improving access, establishing common standards, and facilitating data sharing. Practical models for implementation involve international search platforms, coordinated data exchange, and standardised national datasets.

Interoperability has been identified as the critical next step in strengthening global financial crime detection. Anonymously owned companies often facilitate major corruption cases, and sharing data internationally can expose these schemes. Enabling interoperable ownership data will strengthen financial integrity and enhance anti-corruption efforts worldwide. The proposed roadmap provides a clear path to achieve this. Better connectivity between systems will allow authorities to trace ownership and identify illicit activity more effectively.
