Country Comparison: Low-data Mobile Tariffs Are Cheapest Here - Germany leads with some of the world's cheapest mobile plans in 2025

Germany continues to stand out for its budget-friendly mobile plans, according to a recent Bitkom study. The country ranks among the cheapest globally for entry-level tariffs, with some of the lowest prices for small and medium data packages. These findings come from an analysis of operator websites conducted in late 2025.

The cheapest mobile plan in Germany, the XS profile (offering at least 7 GB of data), starts at just €5.24 per month. This places the country third internationally for affordability in this category. Some providers, such as Media Markt/Saturn's Go Mobile S and Drillisch brands, even offer larger data bundles—like 15 GB—at similarly low rates, though these may not strictly fit the XS definition.

For slightly higher data needs, the S profile (small data plans) begins at €6.12 per month, securing Germany second place worldwide. Meanwhile, the M profile (around 50 GB per month) sits in the mid-range compared to other nations but remains cheaper than major markets like the U.S., Japan, and South Korea.

Germany's L and XL profiles (each providing 100 GB of data) cost as little as €18.66 per month, with a median price of €24.60. Unlike some countries, German providers do not charge extra for faster speeds in these higher-tier plans. However, Italy still leads with the lowest rates for L and XL packages, while the U.S. has the highest.

The study highlights Germany's strong position in offering low-cost mobile plans, particularly for users with modest to moderate data needs. With competitive pricing across multiple categories, the country remains an attractive market for affordable connectivity. The findings reflect data collected from operator websites in November 2025, though specific companies were not named in the results.
