Germany invests €5 billion to upgrade military housing by 2031
The German military is launching a major construction programme to improve soldier accommodation. Starting this year, temporary container units will house thousands of troops, with permanent barracks planned from 2027. The combined cost of both projects is expected to reach nearly €5 billion.
From 2024, around 7,150 soldiers will live in temporary container units at roughly 30 sites nationwide. These units form part of the SIPGO programme, valued at about €900 million. The contracts cover not just delivery but also full services, including setup, maintenance, and eventual dismantling.
At least seven companies have already secured deals, with over €400 million allocated so far. Among them is Züblin, a major construction firm, though most contracts remain unnamed. The work is split into six regional clusters across Germany, with budgets ranging from €68 million to nearly €293 million per area. A larger, long-term project will follow. By mid-2027, the military plans to build around 300 new barracks across 130 bases. The €4 billion programme aims to provide permanent housing for up to 40,000 soldiers each year from 2031 onward.
The two-phase plan addresses immediate and future housing needs for German troops. Temporary containers will bridge the gap until the new barracks are completed. Once finished, the permanent facilities will significantly expand accommodation capacity for the military.
