€207 Million Smart Grid Project to Transform Romania's Energy Infrastructure
Three major energy companies have secured €207 million in funding for a smart grid project. Transelectrica, Delgaz Grid, and ESO signed the financing agreement in Copenhagen on 21–22 May 2023. The CARMEN Smart Grid Project will modernise and digitise transmission and distribution networks across Romania. The project aims to upgrade infrastructure for better renewable energy integration and cross-border cooperation. Around €104 million of the total comes from non-reimbursable European funds. The remaining €103 million will be covered by the three companies.
Transelectrica’s share stands at €70.7 million, including €35.4 million from EU funding. Delgaz Grid will invest €77.5 million, with €39 million from European grants. ESO’s contribution is €59.3 million, of which €29.6 million is EU-backed. The funds will support advanced smart grid technologies, such as Dynamic Line Rating (DLR) and Flexible AC Transmission Systems (FACTS). Investments will also target six counties where Delgaz Grid operates, focusing on automation and digital upgrades. The initiative aligns with the EU’s climate and energy goals, promoting decarbonisation and greater energy efficiency.
The CARMEN project will strengthen Romania’s energy infrastructure while supporting EU sustainability targets. Work will begin soon, with a focus on modernising grids and improving cross-border energy flows. The €207 million investment marks one of the largest smart grid upgrades in the region.
