VRR: Major Issues with Replacement Buses Between Cologne and Hagen - Cologne rail line closure sparks commuter chaos as buses fail to deliver

The closure of the Cologne–Wuppertal–Hagen rail line has left commuters frustrated as replacement bus services fail to meet expectations. Since the shutdown began five months ago, travellers have reported widespread disruptions, prompting an official investigation by the Rhine-Ruhr Transport Association (VRR).

The rail line has been out of service since February for modernisation work, with trains not set to return until July 10. In the meantime, around 200 replacement buses have been operating, some running every ten minutes while others follow S-Bahn routes or use motorways to connect key stations.

Test runs and passenger feedback revealed serious shortcomings. Despite plans to use articulated buses on the RE13 route, Deutsche Bahn instead deployed smaller solo buses, reducing capacity. Staff shortages due to illness have also led to sudden cancellations, including during peak hours.

Cancellation rates for the replacement services have stayed between 3.5 and 5 percent—a figure the VRR calls unacceptable. Oliver Wittke, the association's head, admitted the operation has consistently fallen short of what was promised to passengers.

The VRR has now publicly criticised the service as wholly inadequate, echoing complaints from travellers who rely on the route daily.

With the rail line remaining closed until mid-July, commuters will continue to depend on the troubled bus services. The VRR's findings highlight persistent issues, from vehicle shortages to unreliable scheduling, leaving thousands of daily passengers facing ongoing delays and uncertainty.
