The CDU has pushed for key changes in pharmacy regulations, calling for stronger protections and clearer rules. Simone Borchardt, a CDU representative, highlighted the need to address financial risks for pharmacists and prevent drugstore chains from expanding into medication sales. Negotiations on these issues are set to begin next week.

Borchardt made it clear that pharmacists should not face financial burdens from the zero-retaxation policy. She also warned against allowing mail-order pharmacies or foreign online sellers to gain a foothold in the market. The CDU's demands include raising the fixed pharmacy fee to €9.50, as originally promised in the coalition agreement.

Another major concern is the enforcement of cold chain requirements and GDP-compliant mail order rules. These measures aim to stop abuse by foreign shippers and ensure medication safety. The party also opposes plans for pharmacies without on-site pharmacists or those serving as entry points for chains like dm or Rossmann.

The role of pharmacy technicians (PTA) remains unresolved, while discussions continue on the fixed fee's introduction. Borchardt noted that pharmacists are prepared to take on more responsibility. Beyond pricing and regulations, the CDU is focusing on discounts, digitalisation, and granting pharmacists full access to electronic patient records (ePA).

The upcoming negotiations will determine whether the fixed fee rises to €9.50 and how cold chain rules are enforced. If successful, the changes could limit foreign online pharmacies and drugstore chains from selling more medications. Pharmacists may also gain greater digital access to patient records in the near future.
