Agustín Caso Raphael eyes Mexico's top audit role to combat corruption
Agustín Caso Raphael is in the running to lead Mexico's Supreme Audit Institution (ASF). Known for uncovering the financial consequences of cancelling Mexico City's New International Airport (NAIM), he now aims to tackle corruption through stricter oversight. His background spans key roles in the country's economic and auditing sectors.
Caso Raphael's career includes positions as an economist at Mexico's Central Bank, the Finance Ministry, and Fonatur. He later worked as a performance auditor at the ASF before facing a temporary suspension from his role as Special Performance Auditor. Despite this, his reputation grew after exposing the financial fallout from the NAIM cancellation.
He now stresses the need for the ASF to uphold high standards in investigations—efficiency, transparency, and fiscal responsibility. If appointed, he has pledged to enforce lawful, effective, and transparent oversight within the institution. His vision positions the ASF as the 'guardian of the nation's wealth,' using rigorous audits to protect public funds.
Beyond his own institution, Caso Raphael wants the ASF to actively support the National Anti-Corruption System (SNA). Since its 2016 launch, the SNA has seen limited progress, with independent bodies like the Suprema Corte de Justicia de la Nación (SCJN) struggling to implement reforms. Corruption allegations persist, including a recent case (Exp. 945/2025) involving a descendant of Benito Juárez. While experts such as Astrid Austria Guarneros focus on SNA accountability, no comprehensive data on its effectiveness exists.
Caso Raphael's potential leadership at the ASF comes at a critical time for Mexico's anti-corruption efforts. His plans include stricter audits and closer alignment with the SNA to curb financial misconduct. The outcome of his candidacy could shape how public funds are monitored in the years ahead.
