Aeroflot restricts flat-rate fares to Russian citizens only in 2026
Aeroflot is changing its flat-rate fare program to focus on Russian citizens only. The scheme, launched in 2014, offers fixed low prices on key domestic routes. Demand for these tickets has grown steadily over the years. The flat-rate program was introduced by Russia’s largest airline as a social initiative. It provides economy-class tickets at prices far below cost, with no changes based on travel date. Currently, the fares cover flights between Moscow and nine Far Eastern cities, as well as Moscow to Kaliningrad.
In 2025, over 1.5 million passengers used the program on Far Eastern routes. Another 831,000 travelled between Moscow and Kaliningrad under the same scheme. Previously, foreign citizens could also buy these discounted tickets for domestic flights within Russia.
From 15 June 2026, only Russian nationals will qualify for the flat-rate fares. Aeroflot states the restriction is due to high demand and the program’s social importance. Foreign travellers will still have access to standard commercial fares on these routes. The new policy will expand access for Russian citizens while limiting eligibility for others. Fixed-price tickets will remain available on the same routes. The change aims to prioritise domestic passengers under the social initiative.
